云南边境地区入境运输毒品管控对策研究

云南边境地区是境外毒品进入中国的重要运输通道。主要通过交通工具、人体藏毒、物流、快递和无人机等方式进行毒品运输。其特点是运输手段多样且隐蔽性强,新型毒品运输比重急剧上升,呈国际化、集团化和武装化运输毒品趋势。公安机关必须加强云南边境地区的社区警务工作、推动食药警察制度建立、加速警务科技发展、加大法制宣传力度、加强禁毒国际警务合作,对毒品的运输犯罪予以有效打击。

Yunnan border area is an important passageway for transportation of drugs into China from overseas. Transportation of drugs is primarily by transportation means, hiding drugs in human bodies, logistics, express delivery, unmanned aerial vehicles and so on. The transportation of drugs is characterized by diversified and highly - hidden transportation approaches, sharp increase in proportion of the new - type drugs, presenting drugs transportation trend of internationalization, collectivization and militarization. Accordingly, public security organs must make great efforts to strengthen community police service in Yunnan border areas, promotes construction of food and medicine police system, accelerate development of policing science and technology, step up legal publicity and international policing cooperation in drug control, and effectively crack down on drug transportation crimes.
