农村公共服务供给中乡镇政府责任状况分析——关于山东省典型乡镇的问卷调查

An Analysis of the Township Governments' Responsibility in the Supply of the Rural Public Services——A Survey of the Typical Towns in Shandong

长期以来,阻碍城乡公共服务均等化的重要原因之一是农村公共服务供给不足。乡镇政府作为农村公共服务的直接供给者和城乡公共服务均等化进程的主要推动者,能否承担起农村公共服务的供给责任直接关系到城乡公共服务均等化的实现。基于此本项目组选取了山东省典型乡镇,对其农村公共服务供给中的乡镇政府责任状况开展了一次问卷调查,利用统计分析和因子分析法对问卷进行了系统整理。研究发现,农村公共服务供给不足主要原因是乡镇政府责任的缺失。乡镇政府责任的缺失不仅是因为乡镇政府财力的限制,也是由于政财政体制的束缚,既受内在激励不足的约束,也受外在压力不强等方面的影响。最后本文提出了解决农村公共服务供给中乡镇政府责任缺失的建议。

For a long time,one of the important reasons to hinder the equalization of the urban and rural public services is the shortage of the public services in rural areas.As the direct suppliers of the rural public service and the main drivers in the process of the equalization of the urban and rural public service,the responsibility of the township governments in the supply of the rural public service is directly related to the equalization of urban and rural public services.Therefore,the project team selected the typical township in Shandong province,carried out a questionnaire survey on the status of the township governments’ responsibility in the supply of public services in rural areas,and the questionnaires were collected systematically by using statistical analysis and factor analysis.The researches found that the main reason for the shortage of rural public service supply is the lack of the responsibilities of the township governments.That is not only because of the financial constraints of the township governments,but also owing to the restrictions of the financial system,i.e.the limits of the internal incentives and the lack of the external pressure.Finally,this paper puts forward some suggestions to the lack of responsibilities of the township governments in the supply of the rural public service.
