新疆中小企业发展能力评价体系与发展对策研究

On Evaluation System and Development Countermeasures of SMEs' Development Capacity in Xinjiang

本文基于资源基础观、制度基础观与市场基础观构建了新疆中小企业发展能力评价体系,认为资源基础观视角下的人力资源及利用、金融资源及利用、信用资源及利用、管理资源及利用和制度基础观视角下的企业政治关联以及市场基础观视角下的营运能力、盈利能力、创新能力和积累能力是新疆中小企业发展能力评价体系的构成维度。并运用结构方程模型对样本数据作了分析,发现所构建的新疆中小企业发展能力维度既具有效度又具有信度,因此本文所构建的评价体系是成立的。本文的研究结论可以为新疆中小企业制定发展对策提供帮助,同时也为政府相关部门有的放矢地提升区域内中小企业的发展能力提供了理论基础。

This paper,on the basis of the resource-based,institutional-based and market-based view,has constructed the evaluation system of small and medium-sized enterprise（ SME） development capacity in Xinjiang and holds that under the resource-based view,human resources,financial resources,credit and the utilization of resources and management resources and their utilization respectively,institutional basis under the view of political association and the market of enterprises under the view of operation capacity,profit capacity,innovation capacity and accumulation capacity are the dimensions composing the evaluation system of SMEs＇ development capacity in Xinjiang.And the structural equation model is used to analyze the sample data.It is found that the dimension of the development capability of SMEs in Xinjiang is both valid and reliable.Therefore,the evaluation system constructed in this paper is established.The conclusion of this paper can help the development of SMEs in Xinjiang to work out development measures,but also to the relevant departments of the government to enhance the development of SMEs in the region to provide a theoretical basis.
