总结了2016年全球卫星产业发展动态以及我国卫星产业基本情况;研究了最近几年世界各国包括美国等发达国家、一带一路国家、非洲国家的卫星通信政策进展;系统梳理了我国卫星通信产业政策框架体系,包括无线电管理、网络设施管理等;最后,结合国际经验和前沿技术应用发展形势,提出了我国卫星通信领域发展的政策建议。

The ariticle firstly summarizes the development of global satellite industry in 2016 and the basic situation of satellite industry of China,reviews policy progress of countries including America and other developed countries, the Belt and Road Initiatives countries and African countries in recent years.And it summarizes the policy framework of satellite communication industry of China,including radio management,network facilities management. At last, in view of international experience and present situation the ariticle gives some policy suggestions.
