The physical and social attributes of big data will accelerate the reform of a state management model and the integrationof resources,thus causing a great change from the traditional one to modern one in the state management. The paper,from the aspectsof the democratization,legalization,scientization and institutionalization of the state management,discusses the big data＇s function andmeaning for building a modern and standard system of the state management and points out that the government should improve themanagement skills in scientific decision-making,social supervision,cooperative governing public services and so on. In the paper,thewriter puts forward that the era information revolution caused by big data will make the state management more scientific,digital andstandardized.
