中蒙跨境物流运输便利化创新路径研究

A Study on China-Mongolia Cross-border Logistics Transportation Facilitation Measures

随着中蒙俄经济走廊的建设与推进,中国与蒙古之间的货物运输在数量与内容上出现了新的变化。从事中蒙物流运输的企业对中蒙跨境物流运输便利化提出了更高的要求。文章以跨境物流运输便利化与贸易便利化的联系为视角,从中蒙跨境物流运输能力、中蒙口岸基础设施建设、中蒙贸易便利化发展、中国海关通关效率等四个方面分析了中蒙跨境物流运输便利化发展现状、指出了中蒙跨境物流运输存在的问题,如:中蒙交通设施仍然薄弱、中蒙海关合作发展不平衡和中蒙跨境自由贸易区合作程度比较低等。在此分析基础上,结合企业需求以及产业发展需要,提出了进一步实现和完善中蒙跨境物流运输便利化的对策与建议。

With the construction and advancement of the Economic Corridor of China,Mongolia and Russian,there have beensome new changes on the quantity and content of the cargo transportation between China and Mongolia. Transportation cooperation betweenChina and Mongolia still exist many problems and can＇t meet the demand of further development of bilateral economic cooperation.The enterprises engaged in logistics transport of Mongolia and China put forward higher requirements on Mongolian and China＇s crossborderlogistics transporting facilitation. This paper puts forward some measures and suggestions to further improve the logisticstransporting facilitation between China and Mongolia in the light of the actual demand of enterprises through analyzing and evaluating thecross-border logistics transport facilitation status and impacting factors. Some proposals about coordination with the economical policies,domestic coordination,construction of the railway and road,port construction,clearance facilitation,industry associations and enterprisesare put forward on the basis of domestic and international experience.
