XI Jin-ping and the Integrated Plan of Comprehensively Deepening Reform

党的十八大以来,以习近平同志为核心的党中央从确立改革原则、明确改革方法、制定改革方案、指导改革方案实施等方面入手,对全面深化改革进行了整体设计与科学谋划。坚持中国共产党的领导、坚持和完善中国特色社会主义制度、坚持从中国国情出发、坚持人民利益至上,是全面深化改革的主要原则。问题意识、顶层设计和摸着石头过河相统一、整体推进和重点突破相统一、胆子要大和步子要稳相结合,是全面深化改革的主要方法。全面深化改革领导小组的成立、改革总体方案的制定、具体领域改革方案的审定,蕴含着全面深化改革整体谋划的宏观视野与微观运筹。明确责任主体、先试点后推广、以督察促实施、速度服从质量、建立健全改革容错机制、营造改革的舆论氛围,是全面深化改革方案实施的行动策略。

Since the 18 th National Congress of the Communist Party of China( CPC),the CPC Central Committee with Comrade Xi Jinping as thecore has carried on the integrated and scientific design to the deepening reform in an all-round way from setting out the reform principles,methods,plans and implementation. Upholding the leadership of CPC,sticking to and improving the Socialism with Chinese characteristics,proceeding from the national conditions and putting people's interests first are the main principles of the deepening reform. Unity of problem consciousness,the top-level design and wading across the stream by feeling the way,unity of the overall advancement and the key breakthrough,and unity of being courageous and taking steady steps,are the main methods of the deepening reform. Establishment of the leading group of deepening reform,formulation of the overall scheme,and examination of the reform plan in specific fields,imply the macro perspectives and micro operation of the integrated plan of the deepening reform. Determination of liability subject,promotion after pilot,supervision for implementation,balance between speed and quality,establishment and improvement of the fault-tolerant mechanism for reform,and construction of positive opinion about the reform,are actions of the deepening reform.
