农贸市场超薄塑料袋的使用为什么“限不住”:原因与对策探讨

本文以农贸市场为例,对超薄塑料袋的使用情况进行了走访和调查,发现在"限塑令"下超薄塑料袋仍在大量使用,情况堪忧。本文对农贸市场超薄塑料袋滥用的成因进行了分析,提出通过政府管制与市场方式共同发力,限制超薄塑料袋的使用,强化其在生产、流通、使用等环节加强管控,切实落实"限塑令"。

This paper takes the use of ultra-thin plastic bags in the farmers market as an example to visit and investigate users,and finds that the ultra-thin plastic bags are still widely used and the situation is getting worse under the order of ' ban on free plastic bags'.The paper also analyzed the causes of the abuse of the ultra-thin plastic bags in the farmers market and puts forward such countermeasures as the combination of the government management with the market measures to limit the use of ultra-thin plastic bags,strengthen its manufacture,circulation and use,and implement the order of 'ban on free plastic bags'.
