历史城镇环卫设施空间布局途径探讨--以河南省浚县中心城区为例

A Discussion on Spatial Arrangement Ways of Sanitation Facilities in Historic Cities and Towns——Taking the Central Area of Xun County, Hebei Province as an Example

面对日益严峻的"垃圾围城"态势,传统的环卫设施布局规划思维僵化、管控乏力,难以应对历史城镇复杂的空间格局,且无力缓解邻避效应,逐步陷入实施困局。以浚县为例,从实施建设中的具体问题入手,探索新形势下的动态、协同、精细化规划模式,积极推进公共参与工作、科学决策模式,优化设施适应性供给标准,并构建"一张图"管理平台,力求促进设施建设健康有序、城乡社会公平正义。

As the situation of cities besieged garbage become more and more serious, it is difficult for the traditional layout planning of environmental sanitation facilities to deal with the complexity urban space and relieve the not-in-my-back-yard, especially to the historic towns. And, it would gradually be hard to make the planning implement. Therefore, after make a lot of study on problems which comes out in practices of the Xun county, this article explores the model of environmental sanitation facilities planning which would be dynamic, collaborative and fineness under the new situation. In this process, we made a lot of work to promote the participation of public and scientific decision-making mode actively, optimized the reference standard of facilities adaptability and made up a management platform of a picture for the purpose of promoting the level of environmental sanitation facilities and realizing the fairness between urban and rural development.
