摘要
随着我国时代主题的变迁和政府职能的转变,民生权利保障出现多元供给趋势。天桥区在这一大趋势下,积极探索扶持社区社会组织增强民生权利保障水平,通过建立一系列体制机制,树立市场化发展理念,开展项目化运作,成功提升了本辖区社区社会组织的服务水平。济南市天桥区的经验带来如下启示:通过软法规范扶持社区社会组织,为民生权利保障提供制度基础;建立相应体制和机制,为社会组织参与治理整合资源;形成程序性规范,保障权利与监管并重。对于地方政府扶持社会组织保障民生权利而言可采取如下措施:以软法建设保障社会组织参与民生权利供给;官民合作型社会组织培育模式值得推广;完善受益人反馈机制;加大重视对社区社会组织的培育,形成资源优势。
Along with the changes of the era theme and the transformation of government functions, the rights of the peopled livelihood appears multivariate supply trends. Under this trend, Tianqiao district explores actively to strengthen the rights of the people^s livelihood levels by supporting the community social organizations. The service levels of the social service organizations in Tianqiao district have been successfully improved by establishing a series of systems and mechanisms, setting up the concept of market -oriented development and carrying out the project operation. The experiences of Tianqiao district bring the following revelations: a. to provide institution basis for the rights of the people’ s livelihood by standardizing and supporting the community social organizations through soft laws; b. to set up a corresponding system and mechanism to integrate the resources for social organizations to participate in management; c. to guarantee rights and regulation equally by the formation of procedural specifications. Some suggestions are proposed as below to support the social organizations and guarantee the rights of the peopleJ s livelihood : a. to guarantee the participation for social organizations in the power supply of the peopled livelihood through the construction of soft laws; b. to promote the cultivation pattern of the cooperative social organization between officers and officer and civilians; c.to improve the beneficiary feedback mechanism; d.to pay more attention to the cultivation of community social organizations so as to form resource advantage.
