摘要
随着城市地下综合管廊PPP项目日益增多,对地下管廊进行合理的绩效评价成为亟待研究解决的问题。以A市为研究对象,根据A市管廊的现状和特点,在查阅文献和政策研究的基础上,构建了A市综合管廊PPP项目绩效评价指标体系。应用改进物元可拓模型,通过层次分析法确定指标权重,构建了PPP模式下综合管廊绩效评价模型,对A市管廊绩效进行评价。结果显示,A市综合管廊绩效评价结果为Ⅱ级,基本反映出了A市综合管廊绩效水平,绩效结果和工程实践情况基本上一致,说明采用的模型、指标体系用于A市综合管廊绩效评价是合理可行的。
With the increasing number of urban underground corridor PPP projects,the reasonable performance evaluation of underground corridors has become an urgent problem to be solved.Based on the present situation and characteristics of A city corridor,this paper constructed the evaluation index system of PPP project performance with lots of literature and policy researches.Based on the improved matter-element extension model,the weight of the index was determined by the analytic hierarchy process(AHP),and the performance evaluation model of the integrated corridor in PPP mode was constructed.The results showed that the comprehensive corridor performance evaluation results of A city was Grade Ⅱ,which basically reflected the performance level,also,the performance result and engineering practice were basically the same.It was reasonable and feasible to use the model and index system to evaluate A city comprehensive corridor performance evaluation.
