基层纠纷的社会风险及其动态监测

Social Risk of Local Disputes and the Theory and Practice of Dynamic Monitoring

基层纠纷产生于平常的基层社会生活之中,虽是社会关系的形式之一,但这种非均衡、矛盾的关系,其解决方式与演化过程也会对社会常态化运行构成一定威胁。从"风险社会"理论视角来考察基层纠纷,主要是关注基层社会场域中"社会怨气"的"压强"是否会构成毁坏系统的风险。通过调查基层民众有关纠纷及其解决方式以及主观意识和态度,由此可对基层纠纷是否会破坏社会秩序和社会运行的社会风险加以动态监测。监测的指标体系主要包括民众报告的基层纠纷发生率、非理性纠纷解决方式选择倾向和基层潜性纠纷的比例。根据基层纠纷调查所作的社会风险动态监测结果显示,当前社会风险系数总体上在0.14,属于较低水平,但有些地区在某些方面的社会风险则显得相对突出。控制和降低基层纠纷的社会风险,关键在于让基层纠纷得以有效地治理。

Local disputes arise from the usual basic social life. Although it is a form of social re-lations , but this kind of disequilibrium , contradiction , its solution and evolution will also pose a threat to the normal operation of society. To investigate on local disputes in the perspective of urisk society＂ theory, the ^pressure＂ of u social grievances＂ in grass - roots society is mainly concerned as to wheth-er it will damage social system. Through the survey on local disputes and their resolutions, and local peopled subjective consciousness and attitude, the social risks of destroying social order and social operation can be monitored dynamically , with indexes of the incidence rate of local disputes , irrational dispute resolution tendency, and local potential disputes. According to the survey by the primary dis-pute of social risk dynamic monitoring , the current social risk coefficient is on the whole 0. 14 , be-longing to the low level , but some aspects of the social risk in some areas is relatively prominent. The key to control and reduce the social risk of local disputes lies in the effective governance.
