山东省水管单位管理能力建设研究

Research on management capacity construction of water management units in Shandong Province

基层水管单位普遍存在人员队伍不稳定、年龄结构不合理、专业化人才缺失、管理设施薄弱等问题,是影响工程管理水平提升的重要制约因素。本文通过对山东省水利工程管理单位管理能力现状进行调研和分析,找出了制约工程管理发展的关键因素,并提出了有效的对策建议。

The basic water management units have general problems of instable staff team, unreasondeficient professional talents, weak management infrastructure, etc. It is an important restriction factor to afect themanagement level of the project. In the paper, the management ability status of water conservancy project management unitsin Shandong Province is studied and analyzed. Key factors restricting engineering management development are discovered.Effective countermeasures and suggestions are proposed.
