金昌市地处河西走廊东部,水资源紧缺,生态环境脆弱。本文分析了金昌市水利发展现状,以及在防洪减灾、民生水利、水资源保障、水生态等方面存在的主要问题,研究提出了"十三五"时期水利改革与发展的思路和目标任务。
