摘要
针对能力术语多样、概念不一致、定义不清晰和度量不规范等问题,基于美国国防部体系结构框架(DoDAF)对能力进行了统一定义和规范描述。通过该统一定义,给出了体系、作战/活动、任务、部队和装备/系统等多视角军事能力概念的定义和说明,构建了抽象函数关系形式的能力度量统一描述模型和基于该模型的各视角能力度量函数关系式,举例说明了多视角能力概念定义与度量描述方法的用法和可用性,最后简要描述了能力概念间关系。
Aimed at the problems of the abi l i ty terms diversi f icat ion, the concept disunion, the definition fuzziness, and the measurement barbarism, the definition and the description of the ca-pability are described based on the United States Department of Defense archi tecture framework （DoDAF）. By the uni fied definition, the definition and the description of the multi-view military capabi l ity concepts are proposed, such as the system-of-systems, operation/activity, task, force, and equipment/system and so on. The uni fied capabi l ity measurement description model with the abstract function relationship form and the view capabi l ity measurement relationship form based on the model are constructed. The usage and the availability of the multi-view capabi l ity defini-tion and measurement description method are illustrated. Finally, some relationships between ca-pabil i ties are described.
