浙江省关于推进责任医生签约服务的实践探讨

Practice of Contracting Service with Doctors in Primary Care Institutions Project in Zhejiang Province

本文结合国家及浙江省出台的全科医生签约服务相关政策,对浙江省推进责任医生签约服务的主要做法进行了汇总分析,包括试点先行、政府主导和各部门协调推进、落实配套政策、强化考核培训、加强信息化建设、提升基层医疗卫生机构服务能力及完善机制体制等。浙江省基层卫生网络直报系统数据显示,浙江省基层医疗卫生机构的签约人数稳步增长、就诊人次增加,基本公共卫生服务项目管理效果突出。但目前仍存在签约服务有待进一步宣传、医保等配套政策还需加大落实力度、基层医疗卫生机构服务能力有待提高等问题,进一步的工作也将围绕上述方面,继续做深做细做实责任医生签约服务。希望本文针对浙江省推进责任医生签约服务的实践探讨,可以为我国其他地区的责任医生签约服务工作开展提供参考。

This paper summarizes the main measures of contracting service with doctors in primary care institutions project in Zhejiang Province, including the situation of pilot areas, the construction of information system, and the implementation of supporting policies to strengthen the assessment and training of doctors in primary care institutions under the lead of government and the cooperation of relevant departments to improve the service quality of primary care institutions and promote the contracting service with doctors in primary care institutions project. Recent data from direct online reporting system of primary care institutions in Zhejiang Province showed that the number of contracted residents and the times of residents visiting doctors in primary care institutions increased steadily,which meant the management of basic public health services achieved a remarkable effect. But the contracting service with doctors in primary care institutions project in Zhejiang Province still needs further publicity,and high service quality of primary care institutions is expected,while health insurance and other supporting policies are on the process of implementation. The following work will focus on the above aspects to promote the development of contracting service with doctors in primary care institutions project. The analyses of this project in Zhejiang Province are supposed to provide a reference for other areas of our country to conduct contracting service with doctors in primary care institutions project.
