摘要
针对能源科技LED照明光电产业、太阳光电(PV)产业和风能(WP)产业之研发、制造和分析等部门研发新进人才所需具备之核心能力(又称核心职能),采用调整式蝶勘约莫法(DACUM-AMOD method)和模糊得怀术(fuzzy Delphi technique),以立意取样方法分别邀请以上三产业22、21、22位专家之上市公司的高阶主管和绩优专业人员,透过专家会议、脑力激荡术、问卷审查和模糊得怀术问卷审查等4个阶段形塑高端科技人才所需职能目录。研究结果共获得LED产业25项职责77项任务299项职能、PV产业25项职责71项任务251项职能、WP产业9项职责27项任务105项职能,分别对任务和职能鉴别其重要性程度,凸显产业阶层对高端人才需求之强度,供相关学系和相关产业发展或修订课程之参考,以裨益缩短育才端之课程内容和求才端的需求间之落差。
The purpose of this paper was to identify work tasks for those engineers and technologists having undergraduate or graduate education background and working on R&D, the manufacturing and analysis of wafer, chip, package and lighting products in LED (light-emitting diode) lighting industry, polysilicon material, Si ingot & wafer, solar cell, photovoltaic (PV) module in PV industry, new wind turbine, rotor, generator devices (transmission system) in wind power industry. The research methods adopted a modified DACUM-AMOD and Fuzzy Delphi method, with purposeful sampling method by inviting executives and professionals in the listed companies of optoelectronics industry: a total of 22 experts of LED lighting industry, a total of 21 experts of PV market, and a total of 22 experts of WP market. By means of four-stage approach, experts' meeting, brainstorming, questionnaire reviewing and Fuzzy Delphi questionnaire reviewing were regarded as the confirmation catalogs of required working qualification for high-end LED technology professionals. The researchers divided the competencies into the core competency and specific competency and obtained the 25 duties, 77 tasks and 299 competencies of LED; 25 duties, 71 tasks and 251 competencies ofPV; 9 duties, 27 tasks and 105 competencies of WP, which were identified as needs. The result of this research can be used as the reference for adjusting based-curriculum of relevant departments and industries to reduce the gap and diversities between the course content of education organizations and demand of recruiters.
