Review on the Measurement Methods of Carbon Dioxide Emissions in China

我国政府已确定于2017年建立全国统一的碳排放交易市场,这意味着我国将步入一个以市场化手段降低碳排放的新阶段。其中,如何选取适用的方法准确计算碳排放量是未来碳交易市场稳定发展的重要技术基石。文章将碳排放量的计量方法主要分为基于碳交易制度体系下碳排放量核算方法、估算方法和基于因素分解法的模型计量三类方法,归纳总结了各类方法及模型的适用范畴、优势和局限性等,最后提出评价和改进建议。

The Chinese government has promised to establish a national carbon emissions trading market in 2017, creating a new stage to promote energy saving and carbon reduction by market. Among them, it is an important technical foundation on how to select the method to calculate the carbon emissions accurately for the stable development of future carbon trading market. In this paper, the carbon emissions measurement methods are mainly divided into three categories, carbon emissions accounting methods based on the carbon trading system, estimation methods and factor decomposition based on the measurement methods. This paper summarizes the types, advantages and limitations of methods and models, finally, the evaluation and improvement suggestions are put forward.
