英国自然资本管理制度与规划研究及对我国的启示

Study on UK Natural Capital Management System and Roadmap and Its Implication to China

在国际自然资本核算、评估与管理背景下,英国自2011年以来,应用UN SEEA生态系统核算指导,在自然资本评估、制度建设与路线图发展规划方面不断探索发展,并在实践工作中取得巨大进展。文章利用综合分析方法,对2011年以来英国自然资本管理历程、管理制度建设、自然资本评估及取得的进展、路线图规划等进行了系统、全面的分析。在此基础上,结合我国生态文明与绿色发展、自然资本管理与制度建设的背景,提出对我国自然资本管理与制度建设的建议。这些建议包括:建立自然资本管理专门机构并对自然资本进行评估,制订自然资本管理、评估与核算的长期战略规划与计划;构建自然资本基础信息支撑服务与管理平台,探索建立自然资本核算管理新制度并促进自然资本相关研究工作的开展等。

Using the UN SEEA ecosystem accounting guidance, the UK has made great advances in the practical work of natural capital evaluation, system construction and the planning of the roadmap development under the international background of natural capital accounting, evaluation and management. Through comprehensive analysis method, natural capital management process, system construction, assessment and the achievements, roadmap planning which has been carried out since 2011 in the UK are researched and analyzed. The analysis shows that specialized agencies should be established to evaluate natural capital states and manage natural capital when consider natural, capital management and system construction under the background of ecological civilization and green development. Secondly, the long-term strategic planning of natural capital accounting, evaluation and management should be developed. Thirdly, natural capital information management platform should be built and to support related services. The last but not the least, natural capital accounting management System and related research work should be explored afd established. -
