工业社会及其文明在经济社会发展过程中面临的资源、环境等方面的种种问题与挑战催生了生态文明理念的提出,同时也促成了旨在解决废弃产品问题的生产者责任延伸制度的诞生。生态文明与生产者责任延伸理念具有共同的资源环境问题的现实背景与历史渊源。生产者责任延伸概念及立法实践于20世纪末引入我国后,逐渐融入相关法规与制度中用以解决废弃物污染与资源化循环利用问题,一系列相关立法程序相继启动。基于我国国情,确立生态利益优先的发展理念是现阶段我国生产者责任延伸制度建设与实践的必然要求,引入生产者责任延伸制度的首要目标是解决环境污染问题,在环境安全的前提下实现废弃物的资源化利用。

The problems and challenges of industrial society and its civilization in the process of economic and social development have brought about the idea of ecological civilization. Ecological civilization and producer responsibility extension concept has a common resource and environmental problems of the real background and historical origins. The concept of extended producer responsibility and legislative practice were introduced into China at the end of the 20th century. Since then, it gradually into the relevant laws and regulations and systems to address the waste pollution and recycling of resources, a series of relevant legislative procedures have started. Based on China＇s national conditions, the establishment of the ecological benefit priority development concept is the inevitable requirement of the construction and practice of the extended producer responsibility in our country at this stage. The primary objective of introducing the extended producer responsibility is to solve the problem of environmental pollution and realize the resource utilization of waste under the premise of environmental safety.
