伪中立性:资讯聚合平台把关机制与社会责任的考察

惯常认为,网络技术服务商是技术中立者,不应承担诸多约束大众媒体的社会责任。聚合生产和智能分发是以"今日头条"为代表的资讯聚合平台最主要的内容生产和分发方式,这种"以技术为主导"的方式给传统"以人为主导"的把关机制带来了巨大冲击。把关中的"中立性"成为这类平台逃避媒体社会责任的通用理由,由此也带来了诸多传播乱象。内容不知情的非完全真实性、商业算法的倾向性以及技术运用的伦理责任都表明了此类平台的伪中立性,这提供了让其承担媒体社会责任和优化把关制度的合法基础。

It is generally believed that the network technology service provioder is technology neutral thatshould not bear a lot of social responsibility to contain the mass media. Crowd sourcing production and algorithm -based distribution are the major services of the information aggregation platform,which is represented by ＂Toutiao＂in China. This ＂technology- driven＂ approach crash the traditional ＂people- oriented＂ content production. The＂neutrality＂ of the checks has become a good excuse for the platforms to evade social responsibility, thus brought a-bout the relative irresponsibility in communications. It is not true that ＂Toutiao＂ declared that they are veiled fromthe contents. Indeed the commercial factors embed in the algorithm indicated its ＂pseudo - neutrality＂, which pro-vides the legal basis for media social responsibility and optimization of the system.
