西安建设丝绸之路经济带科技创新中心的路径研究

Study on the Construction Path of Xi'an Science and Technology Innovation Center on the Silk Road Economic Belt

科技创新中心建设是实现区域经济发展和国家创新驱动战略的重要载体,西安建设丝绸之路经济带科技创新中心是西安承担丝绸之路经济带国家战略定位的必然要求和西安建设国际化大都市的内在需求。在梳理国内外典型科技创新中心形成路径的基础上,从科技资源、产业基础和制度环境这三个方面对西安建设丝绸之路经济带科技创新中心的基础条件进行评价,进而提出西安建设丝绸之路经济带科技创新中心应该选择"政府推动+市场拉动+创新主体驱动"相结合的发展路径,最后提出西安建设丝绸之路经济带科技创新中心的对策。

The construction of science and technology innovation center is important for realizing regional economic development and national innovation drive strategy. The construction of Xi＇an science and technology innovation center can bear inevitable requirements of the strategic positioning on the Silk Road Economic Belt and meet the de- mand of building an international metropolis. On the basis of combing the forming paths of typical science and tech- nology innovation center at home and abroad, this paper evaluates the basic conditions for the construction of sci- ence and technology innovation center on the Silk Road Economic Belt in Xi＇an from the three aspects of science and technology resources, industry foundation and system environment. Furthermore, it is proposed that the con- struction of science and technology innovation center on the Silk Road Economic Belt in Xi＇an should select the path of＂ the government pushes, the markets pull and the innovation subjects drive＂. Finally, the paper puts forward some countermeasures for the construction of Xi＇an science and technology innovation center on the Silk Road Eco- nomic Belt.
