贫困地区金融支持与经济发展关系的理论推导与实证检验——以陕南三市为例

The Theoretical Deduction and Empirical Test of the Relationship between Financial Support and Economic Development in Poor Areas——A Case of Three Cities in Southern Shaanxi

金融是现代经济的"血液",是打赢脱贫攻坚战的关键力量。本文以贫困地区汉中、安康、商洛三市为例,介绍了贫困地区金融发展现状,从理论上对金融支持与经济发展之间的关系进行了推导,论证了金融支持能影响贫困地区经济发展。在此基础上,进行了实证检验,结果显示:金融支持是贫困地区经济发展的重要影响因素和原因,但由于存在金融抑制等现象,经济增长对金融发展的作用不明显。因此,提出要发挥财政和金融的协同作用,引导信贷资金向扶贫领域倾斜,完善金融服务体系,改善金融生态环境等建议。

Finance, known as the ＂blood＂ of modem economy, is a key force in winning the battle on poverty alleviation. Taking three impoverished cities in southern Shaanxi such as Hanzhong, Shangluo and Ankang as an example, the paper introduces the current situation of the financial development in poor areas, theoretically deduces the relationship between the financial support and the eco- nomic development, and demonstrates that the financial support can affect the economic development of poor areas. On this basis, the paper makes an empirical test and the result shows that the financial support is an important factor and reason for the economic devel- opment in poor areas, but due to the financial repression phenomena, the effect of the economic growth on the financial development is not obvious. Therefore, it is suggested that measures should be taken to give full play to fiscal and financial synergies, guide the credit funds to areas of the poverty alleviation, improve the financial service system and improve the financial ecological environment.
