外汇主体监管的三维思路及方法探讨

The Discussion on Three Dimensional Ideas and Method of the Supervision on Foreign Exchange Subjects

随着"一带一路"的推进,我国与"一带一路"沿线国家的经贸往来逐渐增多,涉外经济规模不断扩大。加快转变外汇管理方式,打破业务条线限制,积极构建以主体监管为主的新型外汇管理监管方式成为外汇管理改革的必然取向。本文在调研的基础上,以时间、空间和方向三个维度监管为基础,对监管主体的确定、监管指标的设置、监管评估体系的构建三方面进行了探索,提出了一对一的精细化管理策略,为企业开展外汇业务综合立体式主体监管提供了思路和途径。

With the promotion of ＂The Belt and Road＂, the economic and trade exchanges between China and countries along ＂The Belt and Road＂ has gradually increased, and the economic scale of foreign affairs has expanded. At the same time, the new situa- tions and problems in foreign exchange administration are also emerging. The past methods of the foreign exchange administration based on the supervision on trading behaviors has been difficult to adapt to the changes and requirements of the foreign exchange situa- tion. Therefore, it is an inevitable trend of foreign exchange administration reform to speed up the ~nsformation of the foreign ex- change administration mode, break the restrictions of business lines and actively build a new type of the foreign exchange administra- tion supervision which is based on the main body supervision. Based on the investigation, on the basis of three dimensions of time, space and direction, the paper explores the determination of the supervision on the main body, the establishment of supervisory indica- tors and the construction of the supervision evaluation system, and creates a one-to-one refined management strategy, which provides the idea and approach for enterprises to carry out the comprehensive and three-dimensional supervision on foreign exchange subjects.
