政府与社会资本合作模式(PPP)在“双创”政策中的应用 被引量：1

摘要 2013年以来,PPP相关政策由中央密集发布,意味着其在我国已被政府列为重要参考工具,中国自此进入"PPP元年"。2014年,李克强总理提出"大众创新、万众创业"的号召,"双创"相关政策纷至接踵,却显示出"上热下冷"的尴尬局面。本文认为,PPP由于其具备优秀的融资和市场管理优势,不仅可以在基础设施建设方面发挥显著作用,也可以将其与"双创"政策相结合,借以改变"双创"在基层热度不足的局面。
