加强地方政府铁路建设投融资的对策研究

Study on the Countermeasures of Strengthening the Railway Construction Investment and Financing by Local Government

2013年起,我国铁路投融资体制进一步深化,地方政府逐渐成为铁路投融资的重要参与主体。以地方铁路投资公司作为研究突破口,通过对其财务指标、业务模式、资金来源以及经营板块的分析,探求地方政府开展铁路建设投融资的方式,对地方政府如何加强铁路投融资提出政策建议。

Since 2013, China＇s railway investment and financing system has been further improved, and local governments have gradually become important participants in railway investment and financing. In this paper, taking local railway investment company as a research breakthrough, based on its financial indicators, business model, funding sources and business area analysis, explores the way for local government to carry out railway construction investment and financing. Finally, some policy suggestions on how to carry out railway investment and financing in Ningxia are proposed.
