中外开放数据辅助政府治理现状比较研究

A Comparative Study on the Current Situation of Chinese and Foreign Open Data Assisted Government Governance

【目的/意义】对中外开放数据用于政府治理的现状进行比较研究,为我国的开放数据辅助政府治理提供建设性意见。【方法/过程】通过搜集大量案例,梳理出各国政府开放数据典型实践、应用与国际合作等影响辅助政府治理效果的因素。运用文献分析法、内容分析法、比较分析法,对中外政府开放数据的实践、应用与国际合作进行对比分析,分析我国存在的差距、差距的成因,并提供政策建议。【结果/结论】提出我国需要在政策法律、机制体制、专业团队、应用项目、隐私保护和数据安全等方面做出努力,以提高我国开放数据辅助政府治理水平。

【Purpose/significance】This paper aims to make a comparative study on the current situation of Chinese and foreign open data for government governance and provide constructive suggestions for China’s open data to assist government governance.【Method/process】Through the collection of a large number of cases, this paper sorts out the government open data typical practices, applications and international cooperation and other factors that affect the effectiveness of government governance, compares and analyzes the practices, applications and international cooperation of Chinese and foreign governments to analyze the differences and the causes of the gap and provides policy suggestions by using the method of literature analysis, content analysis and comparative analysis.【Result/conclusion】This paper puts forward our country needs to make efforts in the policy laws, mechanism system, professional team, application project, privacy protection and data security and so on to improve our open data to assist the government level.
