摘要
近年来,我国幼儿园生均财政拨款的额度以及用来衡量幼儿园生均拨款状况的多项指标均增长明显。但是整体而言和国际平均水平以及世界主要国家相比差距仍较大。通过国际比较分析,按照当前我国经济发展水平,幼儿园生均拨款与人均GDP比,与教育生均拨款比等多项指标综合估算,我国幼儿园生均财政拨款应该达5677.85-7275.80元的区间。然而,当前我国幼儿园生均拨款标准仅达到这一区间最低标准约40%。根据国际经验,当前我国应合理科学地确定幼儿园生均财政拨款基准,根据政府的财政能力等制定增长计划,新增教育经费向学前教育倾斜,各级政府共同承担投入责任,从而推动我国幼儿园生均财政拨款政策的有效实施。
In recent years, China's kindergarten student financial allocation and the indicators used to measure the kindergarten student funding increased significantly. But overall, the gap is still large compared with the international average and the world's major countries. Through international comparison and analysis of the current level of economic development based on kindergarten student funding and GDP per capita, the current kindergarten student financial allocation should be up to 5677.85 - 7275.80 RBM. However, the current kindergarten student funding standards in our country only reach the minimum standard interval of about 40%. Therefore, the reasonable setting of the kindergarten as soon as possible funding benchmark per student, and should be based on the current demand of China's development, the growth mechanism of the government's financial ability to establish funding per student in kindergarten is an urgent task of the current development of preschool education in china.
