摘要
现代学徒制是技术技能型人才培养的重要制度载体和促进就业、实现社会公平的重要支撑。国外的现代学徒制除自身作为一种制度而存在之外,其外部还存在着与之匹配的若干制度。我国现代学徒制发展中对现代学徒制的制度性认识并不统一,在现代学徒制度发展路径的选择上更倾向于外在制度的建构,而对内在规则与外在制度间的互动以及外在制度规则之间的层次结构关注不足。因此,我国现代学徒制的制度化既要强调内在规则的制度化,也应强调学徒制外在法规、条例等制度规则之间体系的架构。
On the one hand,modern apprenticeship works as an important basic institution to cultivate the technical skilled talents;on the other hand,the development of modern apprenticeship is also a key support to promote employment and realize the social justice. From the international development experience,modern apprenticeship not only exists as a kind of institution,and in its external there still exist some institutions matching.However,during the development of our country's modern apprenticeship,its institutionality is not recognized in unified way and the choice of developing path tends to construct the institutions from the external system. As a result,the interactions between the internal rules and external institutions and the hierarchical structure of external rules have not got more attention. Therefore,the institutionalization of our country's modern apprenticeship should emphasize the institutionalization of inner rules and construction of external system of rules,regulations and others.
