21世纪以来德国科技援助政策的重点及变化

The Focus and Changes of German Aid Policy of Science and Technology Since the 21th Century

德国作为世界科技强国、创新大国之一,一直以来十分重视对发展中国家的科技援助。2014年,德国联邦教研部制订了《国际合作行动计划》。本文根据《国际合作行动计划》,从国际科技援助指导原则、重点举措和已取得的成就、新时期的重点和变化三个方面对德国国际科技援助概况进行了综述。21世纪以来,德国通过对科技援外政策的调整,与金砖国家建立了更加紧密的合作关系,在第三世界国家中树立了大国形象,使得科技援助既能服务于政治、经济目的,又彰显人道主义情怀。

With powerful science, technology and innovation, Germany attaches great importance to science and technology aid to developing countries .The Federal Ministry of Education and Research made the International Cooperation Plan in 2014. According to the plan, this paper analyzes the current situation of Germany＇s international science and technology aid in terms of the guiding principles, measures and achievements, and working priorities and changes in the new phase. Since the 21 st century, with the adjustment of aid of science and technology policy, Germany has established closer cooperative relationship with the emerging countries, built a image of great power in the third world countries, which makes the aid of science and technology can not only serve the political, economic goals, but also highlight humanitarian feelings.
