高校科研经费管理的政策困境及其出路

The Policy Dilemmas and Outlets of Scientific Research Funds Management in Universities

我国现行高校科研经费管理政策存在多重困境:作为高校科研经费管理政策制定者的价值与策略选择困境;作为科研经费管理政策执行者面临的执法困境;经费严管与高校科研人员失范现象并存的困境等。结合目前我国高校科研经费管理现状,提出了做好科研管理政策整体设计,由过程管理转向侧重结果评价,由制度管理逐步转向法治化治理等改革路径。

At present, there are many dilemmas existing in scientific research funds management policies： the value and strategy selection dilemmas for scientific research funds management policy-makers in universities; the enforcement dilemmas for scientific research funds management policy-makers in universities; the dilemma of coexistence of strict management in scientific research funds and anomie behaviors of university researchers. This paper embarks from the status quo of university research funds management to put forward the holistic design of scientific research funds management. Thus, transferring form the process management to result evaluation, from randomly systematic management to legalized management.
