摘要
截至2016年底,我国野生动物疫源疫病监测防控工作已开展逾10年,初步建成了全国野生动物疫源疫病监测防控体系。为客观评价当前野生动物疫源疫病监测站的能力,文章基于调研获取的343个国家级(含28个标准站)和26个省级(其中3个为标准站)监测站数据,采用层次分析法,构建了监测站能力评价指标体系,对监测站能力进行了定量评价,得出最高的为92.54分,最低的为14.97分,多数监测站的条件不佳和能力不强,尤其是监测防控能力不强。为加强监测防控体系建设,文章建议优先支持监测站建设落后地区的站点建设,加强监测人才队伍建设,完善监测站监测防控设备,积极开展野生动物疾病调查研究。
By the end of 2016, wildlife disease surveillance and prevention work has been carried out for more than a decade in China. The national wildlife epidemic source and disease surveillance and prevention system has been built up in primary. This paper aimed to make objective evaluation of the monitoring stations capacity. The data had been collected through questionnaires of 343 national monitoring stations(including 28 standard stations) and26 provincial monitoring stations(including 3 standard stations). Analysis Hierarchy Process was adopted to set up the evaluation system of the stations’ working ability. The result indicated that the highest score of the monitoring station was 92.54 points, and the lowest was 14.97 points. Most monitoring stations has been in poor conditions and lack of capacity, especially in aspect of the monitoring and prevention capacity. In order to strengthen this system,this paper proposed to give priority to the construction of less developed wildlife disease surveillance and prevention stations, strengthen the construction of monitoring teams, improve the monitoring equipment and actively carry out research on wildlife diseases.
