我国的特色小镇建设是落实供给侧结构性改革、探索新型城镇化发展模式的重要举措,但由于缺乏成熟的经验和理论,在建设实践中出现了诸如建设理念不够成熟、规划不够科学、定位不准、社区功能不够完善等问题。森林小镇是特色小镇的一种特殊形式,是以林业特色产业为基础形成的,兼具文化、旅游、社区功能的发展平台,在建设中应把握时代精神、立足地方实际,遵循生态优先、科学规划、政府引导、循序渐进的原则,突出林业特色,把森林小镇建设成为依托森林资源、生态优势的宜居、宜游、宜养的集中居住区域。

The characteristic town construction in our country is an important measure to implement supply-side structural reform and explore a new model of urbanization. However, problems like immature ideas of construction, unscientific planning, inaccurate definition and incomplete community functions have occurred during the practical construction, owing to a lack of mature experience and theory. Under the basis of forestry characteristic industry, forest towns, as a development platform for culture, tourism and community functions, have been developed as a special form of characteristic towns. Upon the construction of forest towns, the spirit of the time and the actual local situation should be taken into consideration. By following the principles of ecological priority, scientific planning, governmental instruction and gradual process, as well as highlighting forestry characteristics, we should construct forest towns into centralized residential areas with forestry resources and ecology dominance, which are suitable for living, visiting and nursing.
