军民融合驱动新兴产业发展的国际镜鉴与政策选择

International Reference and Policy Options about Civil-military Integration Driving the Development of Recently Emerging Industries

军民融合发展可以在推动国防建设的同时,有效提升经济实力,优化资源配置,实现军事效益和经济效益的双赢。我国军民融合发展大致经历了四个阶段。美国、日本、以色列等国军民融合发展及其对新兴产业发展的助推实践,为我国提供了诸多有益启示。我国应在国家宏观政策层面超前部署军民融合战略和体系,推动新兴产业快速发展;在产业层面进一步加强军民产业标准管理,打造高品质军民融合型产业链,重点发展军民融合产业集群;在企业层面加强军工企业和民营企业之间的资源整合,深化军民研发合作共享机制。

Civil-military integration can not only promote the construction of national defense but also effectively enhance the economic strength, optimize the allocation of resources, and achieve a win-win situation of military and economic benefits. The development of Chinese civil-military integration has experienced four stages. The development of the civil-military integration in the United States, Japan, Israel and other countries has boosted the development of the emerging industries, which has provided a lot of useful enlightenment for our country. China should deploy the civil-military integration strategies and the system in advance from the perspective of national macro-policy to promote the rapid development of emerging industries. Moreover, China should further strengthen the standard management of civil-military integration industry, build a high-quality industrial chain and focus on the development of industrial clusters of civil-military integration from an industrial level. Finally, China should strengthen the integration of resources between military enterprises and private enterprises to deepen the sharing mechanism of the civil-military R D cooperation from the perspective of enterprises.
