产业发展过程中的政府与农民行为分析——以苏北S县Y镇花木产业发展为例

Analysis of Government and Farmers' Behavior in Industrial Development: A Case Study on the Development of Flower Industry in Y Town,S County,Northern Jiangsu Province

以苏北S县Y镇花木产业发展为例,考察了花木产业从萌芽、确立并发展、繁荣及转型的整体过程,分析了产业发展过程中基层政府与农民的行为及其互动关系。研究发现花木产业的发展得益于农民自下而上的探索与基层政府自上而下的推进;在花木产业发展过程中,农民遵循"生计型"行为逻辑,政府遵循"政绩型"行为逻辑。尽管行为逻辑不同,却围绕产业发展形成了利益共同体,而这恰是推动产业持续发展的基础和动力。据此,政府在培育和发展地方产业时,要注意寻求发展主体的利益结合点,并遵循发展周期,做出不同的发展策略,这对于产业的长期可持续发展具有重要意义。

Taking the development of flowers and trees industry in Y Town,S County,northern Jiangsu P rovince as an example,the paper studied the whole process of the flower and flower industry from its germination,establishment,development,prosperity and transformation,and analyzed the behavior and interaction between the government and the farmers in the process of industrial development.The study found that the development of flowers and trees industry benefited from the bottom-up exploration of farmers and the promotion of grassroots government from top to bottom;In the process of the development of flowers and trees industry,farmers followed the'livelihood'behavior logic,and the government followed the'political achievement'behavior logic.Although the behavior logic is different,the development of the industry centered around the formation of a community of interests,which is the basis for promoting the sustainable development of the industry and power.Accordingly,the government,in the cultivation and development of local industry,should pay attention to the interests of the subject for the development of combination,and follow the development cycle,and make different development strategies,which is of great significance for the long-term sustainable development of the industry.
