Legal Analysis on Rural Land Reform

文章拟从当前农村土地改革的试点现状入手,深入分析农村土地改革在政策设计、现实困难中的不足,通过分析立法层面和执法层面的问题,以期解决农村土地流转中所产生的社会矛盾,使农地入市步入法治的轨道。

The paper started from the present situation of experimental units of rural land reform,analyzed the weakness of rural land reform in policy design and actual difficulties and some problems on legislation and law enforcement so as to solve the social contradictions in the process of rural land transfer and make the land in market merge into ruling by law.Politically,land reform could change or alleviate current social fundamental contradictions and further consolidate alliance of workers and peasants and people＇s democratic dictatorship.Economically,rural land reform could provide basic service for current supply-side reform and create new economic increase point for our economic transition.
