水利水电工程建设是一个复杂的过程,涉及多个不同的利益主体。在对业主单位、地方政府和移民三者之间的利益关系进行分析的基础上,提出了地方政府在水利水电工程建设和移民安置中要扮演业主单位的协调者、移民利益的维护者和地方发展的规划者三种角色,以更好地促进地方经济发展。

Water conservancy and hydropower project construction is a complex process involving many different stakeholders.Based on analyzing the interest relations among sponsor,local government and immigrants,it was put forward that the local government should play three main roles in the process of project construction and immigration resettlement ：the coordinator of owners,maintainer of immigration benefit and planner of local development,in order to promote the local economic development.
