上海市机构养老的政策分析——基于社会政策分析视角

随着经济社会的发展，人口结构也发生了改变，老年人口在总人口中的比重持续增加，老龄化的趋势越来越明显。上海市作为一个国际化大都市，老龄化的问题最旱产生也最为严重。为解决此问题政府也提出了各种养老模式，包括：家庭自我照顾、社区居家养老、机构养老等。本文根据社会政策分析的基本框架和方法重点分析机构养老，通过回顾上海市机构养老政策的演变历程，分析机构养老政策的实践与发展，进而对机构养老政策提出建议。

With the development Of economy and society, the population structure has also changed, the proportion of the elderly population in the total population continues to increase, and the trend of aging is becoming more and more obvious. Based on the basic framework and method of social policy analysis, this paper analyzes the evolution of the policy of the institutions pension in Shanghai, analyzes the practice and development of the policy of the institution, and puts forward some suggestions on the old - age policy of the institution.
