规划管理一体化云实践与展望——以重庆市规划局为例

Planning Management of Integrated Cloud Practices and Prospects --A Case Study of Chongqing Urban Planning Burean

本文从建设背景、目标、内容三方面阐述了重庆市规划信息服务中心在新形势下建设规划管理一体化云的实践心得。重庆市规划信息服务中心通过建设数据交换机制、云化服务，统一组织机构和规划管理应用、集成规划管理成果构建差异化的一体化规划业务模型，充分利用已有设备，以及现成的重庆市电子政务外网资源，采用“主从部署，同步缓存”的方式积极开展重庆市规划管理一体化云的建设工作。对其他类似私有云的建设具有很好的借鉴作用。完成后的一体化云将实现市局与区县实时互联互通，实现资源、服务、应用的智能化调度；各个区县规划部门无须再各自对硬件、系统进行维护，以云的方式实现规划信息化，节省投入，减少重复建设、一体化云必将为全市城市规划管理提供更好的技术支撑，在满足全市城乡规划信息化全覆盖的要求下，也提升规划服务全市经济社会发展的服务能力，从而满足“全市城乡规划一盘棋”和“规划工作横向到边、纵向到底”的要求。

This paper expounds the practical experience of Chongqing urban planning information service center in constructing the integrated cloud of planning and management under the new situation from the background, objectives and contents. Chongqing urban planning information service center, through the construction data exchange mechanism, cloud services, unified organization and planning management application, integrated planning and management, builds differentiated integration planning model, makes full use of existing equipment, the ready-made outside Chongqing e-government network resources, adopts the way of ＂master-slave deployment, synchronous cache＂ to actively develop Chongqing planning management integration of cloud construction work. The construction of other similar private clouds can be used for reference. The completed integrated cloud will realize the real-time interconnection between the municipal bureau and the district county, and realize the intelligent scheduling of resources, services and applications. The planning departments of each district county will not need to maintain their respective hardware and system, realize planning informatization by the cloud, save investment, and reduce duplication of construction. Integrated cloud will provide better technical support for urban planning management, meeting the requirements of a complete coverage of the city＇s urban and rural planning information, and improving the capacity of planning of the city＇s economic and social development services, to meet ＂the city＇s urban and rural planning a chess game＂ and ＂planning work in longitudinal and transverse to the edge of the end＂.
