The consulting system of small and medium- sized enterprises（SMEs） is a public service that Japanese government supports SMEs. After the Second World War, the rapid increase in quantity and rapid development of SMEs in Japan are facing problems need to be solved urgently that gives the birth of the consulting system of SMEs. The system has experienced multidimensional development and perfection of social consciousness, theory, system and practice, and now has formed a complete consulting system, which includes consulting mechanism, consulting business, consulting method, consulting principle, consulting window facility and consulting performance evaluation. While, the service provided by Chinese government to SMEs is only in the initial stage, the consulting system of SMEs in Japan has brought a lot of inspirations for Chinese government to serve the SMEs and even the whole market players effectively.
