景德镇市城乡环境大整治长效机制探讨

Discussion on the Long-term Mechanism of Urban and Rural Environment Improvement in Jingdezhen

城乡环境卫生,代表了一个地方的形象,反映了一个地方人的整体素质,是一个地区综合竞争力的重要体现。开展城乡环境综合整治,不仅有助于改善人居环境、提升城市形象,而且有利于优化干部队伍作风、助推地方经济发展。本文以景德镇市为例,分析了城乡环境整治工作的现状、存在的主要问题、导致问题出现的重要因素;认为城乡环境大整治不仅需要发挥党员、群众的主体作用,需要基层党组织发挥战斗堡垒作用、媒体发挥宣传教育作用,更重要的是通过建立环境整治领导责任制、依法管理机制、考核评价机制、监督检查机制、市场竞争机制等长效机制,确保景德镇城乡环境整治久久为功。

Urban and rural environmental hygiene, which represents the image of a place, reflects the overall quality of the local people and is an important embodiment of the comprehensive competitiveness of a region. To carry out the governance of urban and rural environment will not only improve the living environment and enhance the image of the city, but also help to optimize the style of cadres and promote local economic development. Taking Jingdezhen as an example, this paper analyzes the present situation, main problems and the important factors that cause the problems, pointing out that environmental control in urban and rural areas not only need joint efforts of party members, the masses, but also party organizations＇ leading and propagandize education by media. More important, ensure Jingdezhen urban and rural environment should be ensured for a long time through long-term mechanism such as the establishment of environmental management leadership responsibility system, in accordance with the management mechanism, evaluation mechanism, supervision and inspection mechanism, market competition mechanism and so on.
