摘要
为保证高等教育认证活动的有序开展,美国官方联邦教育部和民间高等教育认证理事会对认证机构发布了两套认证标准,这两套标准在对认证机构的资格要求、组织管理、认证程序、影响成效等四方面有相似之处,但在对认证机构的发展性、资质认定标准的科学性、标准使用的灵活性方面各有特点。结合我国大力推进教育管办评分离的需要,美国两套资质认证标准的共性与个性的特征对促进我国第三方教育评估机构发展内外因素和规律提供了参考。
In order to ensure the quality of higher education certification, Department of Educationand Council for Higher Education Accreditation, the United States, implement officialand civil two accreditation standards for accrediting agencies. In the four parts of certificationqualification, organization management, accrediting procedure, and the effects, the two standardsare quite similar; but the development of accrediting agencies; the science of standard and theflexibility of standard use are different, each standard has its own characteristics. In combinationwith the practical needs of further promoting education management and evaluation in China,the comparison of the two standards has the certain enlightenment for the development of thethird party evaluation agencies in China.
