摘要
文章根据南水北调中线工程受水区水资源的特点,遵循系统工程思想,依照可持续发展和公平原则,构建了受水区水资源协同配置模型。模型构建考虑了经济效益、社会效益和环境效益三维目标的平衡,体现了水资源利用和经济发展与环境保护之间的协同性;其次,对模型的运行结果进行了比对,比对结果表明了本文所构建模型的可操作性和有效性。
According to the characteristics of water resources of the South - to - North Water Transfer Project and fol- lowing the system engineering idea, the water resources collaborative allocation model is constructed based on the principle of sustainable development and fairness. The model takes into account the balance of three - dimensional aims of economic, social and environmental benefits, and reflects the synergy between water resources utilization, economic development and environmental protection. Also the running results of the model are compared and the comparison results show the operability and effectiveness of the proposed model.
