晴隆县扶贫开发成功模式及经验探析

Successful Mode and Experience of Poverty Alleviation in Qinglong County

在实地调研的基础上,笔者对贵州晴隆县扶贫开发成功模式及经验进行了探讨。一方面,贫困农民的生产生活条件有了很大的改善;另一方面,石漠化治理取得了初步成效,收到了环境改善和农户增收并进的效果。但随着贫困地区自身发展能力的壮大,政府应该慢慢转变自己的职能和定位,"抓大放小",真正形成社会扶贫的大格局。

On the basis of field research, the author discusses the successful mode and experience of poverty alleviation and development in Qinglong County, Guizhou Province. On the one hand, the production and living conditions of poor farmers have been greatly improved; on the other hand, the success of rocky desertification control has achieved the effect of improving the environment and increasing the income of farmers. However, with the development of their own areas of povertystricken areas, the government should slowly change their functions and positioning, ＂catch big and relax small＂, and truly form a large pattern of social poverty alleviation.
