摘要
随着经济的快速发展,我国建设用地规模急剧扩张,实施总量控制下的区域差别化管控势在必行.从社会经济发展和资源禀赋的区域分异出发,构建基于相对资源承载力的建设用地总量分配模型,测算基期年(2010年)和规划目标年(2020年)我国31个省域单元(港澳台地区除外)建设用地合理规模,根据建设用地现状规模与合理规模的对比关系划定建设用地管控区域,并制定总量控制下区域差别化的建设用地管控政策.结果表明:(1)我国省域间经济发展阶段与资源禀赋差异较大,建设用地承载状态区域间差异明显;(2)根据建设用地现状面积与合理规模的对比关系,我国31个省域单元可划分为优先开发区、适度开发区、合理缩减区和重点缩减区;(3)根据不同区域经济发展、资源禀赋、建设用地利用特征,制定区域差别化的建设用地减量管控政策,有助于建设用地总量控制目标的实现.
With the rapid development of economy, construction land expansion has been accelerating for years, total amount control with regional differentiation should be implemented immediately. This paper builds the construction land configuration 's model based on the resource endowment and socio-economic development regional differentiation. Then construction land scale of the 31 provincial units(excluding Hong Kong, Macao and Taiwan) in 2010 and 2020, China, are measured by the model.According to the contrast between current construction land scale and reasonable scale, construction land control zones are established, and construction land regulation policies on condition that total amount control are formulated in different regions.Relative Carrying Capacity Model and Spatial Analysis Method are employed. The results show that:(1) Due to the big differences of the resource endowment and socio-economic development, there are remarkable regional differences on construction land bearing statement in china.(2) According to the contrast relationship, the 31 provincial units are classified into the prior exploitation area, moderate exploitation area, reasonable reduction area and key reduction area. In order to implement construction land total amount control, it is better to establish the regional differentiation regulation policies according to the differences of land use, resource endowment and socio-economic features.
