医养结合健康养老体系的构建性研究——以发展型社会政策的分析视角

Constructive Study on the Healthy Pension System of Combination of Medical Care:In the View of Developmental Social Policy

医养结合健康养老是我国老龄化事业持续发展的产物,体现着社会的包容与人文关怀,是福利政策的积极化转向,代表着发展型社会政策观在老年服务领域的应用,但已有研究较少地将医养结合健康养老体系的构建放置于发展型社会政策的理论视野。实践运作中,医养结合健康养老与发展型社会政策具有核心理念、服务对象、执行主体、行动目标的多重耦合性,并重塑着医养结合的服务形式、受益对象、服务内容以及服务主体,带动着老年服务走向共享与包容,而为了更好地维护服务价值,需要一系列富有发展主义的改革措施。

The combination of medical care and pension services is the product of the sustainable development of aging society.It embodies the social care and humanistic care and is the positive shift of welfare policy.It represents the application of the developmental society policy in the field of pension service.However,less study had combined with the construction of healthy pension system in the development of social policy theory.Practice shows there are much coherence between medical-care model and developmental social policy,such as core concept,clients,which is reshaping the combination of medical services,beneficiaries,services and movers.In order to maintain the service value,it is necessary to take some reform measures.
