摘要
在经历了以投资驱动和增量发展为主的阶段后,我国城市进入以转型为发展思路、以存量空间资源为载体的发展阶段。按照新型城镇化的要求,未来应在有限的空间范围内进行城乡建设活动。以相对有限的空间资源和非单一的资金来源,达到更高的城镇化质量,这是转型背景下基于存量空间资源的城镇化模式,可称为存量发展模式。当前在存量语境下的城市更新应以人的需求为核心,以城市建设的质量与人的需求的匹配程度为标准,对于现有建成区,在全面提升城市品质("提质")的基础上,重点针对存量空间资源进行合理"增效"。从现阶段城市更新的背景入手,剖析存量背景下城市更新的机制和目标,提出当前我国城市更新在价值观、工作方法方面的误区,进而探讨未来规划转型的方向。
After the stage of investment driven and incremental development, our country entered the stage of taking transition as the development idea and taking stock resources as the carrier phase. In accordance with the requirements of new urbanization, urban and rural construction activities should be carried out in a limited space in the future. To achieve a higher quality of urbanization with relatively limited space resources and not a single source of funds, it is the urbanization pattern based on stock resources under the background of transition, which could also be called the inventory development pattern. The current urban renewal should focus on human needs and take the match between the quality of urban construction and human needs as the standard. It needs to improve the urban quality of the existing construction areas, and focus on the rational synergy for the storage space resources. This article analyzes the mechanism and target of urban renewal in inventory development pattern, points out the misunderstanding of city planning values and working methods in our urban renewal, and discusses the direction of urban planning transition for the future.
