当前中国大城市较为成熟的有机更新模式,是以用地更新为核心、由规土合一的城市更新部门来推动的。杭州尚未规土合一,但在城市建设和更新历程的经验积累中逐渐走出了一条多层次、多主体、多价值更新的新路径,也成为了"城市双修"的先行者。针对国内大多数城市尚未规土合一的现实,力求在整合杭州城市有机更新体系与实践的基础上形成一种更具现实基础、战略思维和推广意义的新模式,为其他城市的有机更新工作提供借鉴和参考,积极推动中国城市的转型发展。

At present, the organic renewal model of Chinese cities is driven by the urban renewal department. In the process of urban construction and renewal, Hangzhou has gradually stepped out of a new path of multi-level, multi subject and multi value renewal, and has become the forerunner of ‘city double repair’. Based on the integration of city organic renewal system and practice, Hangzhou strives to form a new model with more realistic basis, strategic thinking and promotion significance, and provides reference for other domestic cities＇ organic renewal work, and actively promotes the transformation of Chinese cities.
