公众参与视角下兰州市大气污染防治对策探析

Study on Countermeasures of Air pollution Prevention and Control in Lanzhou from the Perspective of Public Participation

旨在探讨和解决兰州市公众如何更好、有序、有效地参与大气污染防治。通过对兰州市民参与大气污染治理情况进行实证调研,分析了公众参与大气污染防治中存在的问题,剖析了问题存在的主要原因,进而提出了推进和完善兰州市公众参与大气污染治理的对策和建议。提出了利用社区的基层组织作用,以社区大气污染防治圆桌会议、社区公众咨询小组和社区访谈等形式,鼓励和推动公众参与治理;以及完善公众参与大气污染治理的6个机制建设。希望促进公众有效参与环境治理,为兰州市政府治理大气污染提供决策依据。

The purpose of this paper is to discuss and explore how the public of Lanzhou city can effectively participate in air pollution prevention and control. Based on the questionnaire and empirical research on the status of the public involving in Lanzhou air pollution prevention and control,the existing problems and main causes are deeply analyzed,and then the countermeasures to facilitate and improve the public participation in air pollution control in Lanzhou city are put forward. It is proposed that the grassroots organizations in the community can play a greater role in encouraging and promoting public participation in governance,in the form of community round tables on air pollution prevention and control,community public consultation groups and community interviews. Six mechanisms for enhancing public involvement in air pollution control are also put forward. It is hoping to promote the effective participation of the public in environmental governance, and provide decision-making basis for Lanzhou municipal government in air pollution control.
