摘要
政策支持是农产品电子商务获得成功的重要促进因素。采用内容分析法,从政策工具和农产品电商生态系统维度对57份中央和甘肃省出台的农产品电商发展政策进行分析发现,区域农产品电商发展的政策体系已经形成,既涵盖了供给侧、环境面和需求侧等政策工具的各个方面,也涉及了农产品电商生态系统的各个群体,但是存在政策工具应用缺失和不足、相关政策配套措施有待加强完善、系统性行政推进体系缺乏等问题。应着力健全与完善甘肃省农产品电子商务发展政策,建立促进农产品电子商务发展的行政推进体系,调整完善结构和优化政策工具,加大政策扶持和引导力度,降低政策实施门槛,积极落实各项政策,优化完善政策体系。
Policy support is the important factor in promoting the success of agricultural products e-commerce. With the help of content analysis,the authors analyze 57 policies,which introduced by the central government or Gansu province,for promoting the development of agricultural products e-commerce from such dimensions as policy instrument and the ecosystem of agricultural products e-commerce. It is found that:though the related policy system has already been formed,which covers not only policy instruments in terms of supply,environment,and demand,but also the different groups in the ecosystem,there are still some problems with this system,such as the deficiencies in the application of policy instruments,the not improved supporting countermeasures,and the lack of systematic administrative promotion. So Gansu province should perfect the related policies,establish the administrative promotion system,adjust and improve the structure,optimize the policy instrument,strengthen policy support and guidance,loosen the limitation of policy implementation,positively implement different policies,and comprehensively optimize and improve the policy system.
